The First India China Summit for
Economic and Trade Promotion 2005
Beijing, China - 9, 10 & 11 December 2005 |
This Summit was jointly arranged by Beijing based China Economic Cooperation Centre and the then India China Trade Centre, New Delhi, India, which was the pre-cursor of ICEC. The Rajiv Gandhi Foundation was the co-sponsor of the Summit. |
The venue of the Summit was Grand View Garden Hotel in Central Beijing. |

The Summit was attended by over 140 Chinese Business Leaders as delegates who were either working with India or who desired to co-operate and trade with India. India was represented by Mr. P.S.Deodhar, President, India China Trade Centre, Dr. Anwarul Hoda, Member Planning Commission of India, Dr. Y.K.Alagh, former Member Planning Commission of India, Dr. Jayashri Sengupta of Observer Foundation, Mr. M. Saqib, Secretary General of India China Trade Centre, Mr. Pradip Rawat, Counsellor, representing Indian Embassy in China, Mr. S.S. Sandhu, Jt. DGFT, Ministry of Commerce, Government of India, Mr. J.N.Singh, Textile Commissioner, Ministry of Textiles, Government of India, Mr. Jagat Shah, CEO of Global Network India, Mr. Suhail Nathani and Mr. Tarun Gulati of Economic Law Practice, Mr. Amit Sarin of ARI Industries, New Delhi and few others. |

Proceedings : |
(The proceedings of the Summit were bilingual with simultaneous translation of the speeches as they were delivered.)
The Inaugural Session of the Summit was addressed jointly by Mr. Wei Jinaguo, Deputy Minister, Ministry of Commerce, Government of China and Mr. P.S. Deodhar, President of ICTC, India. After highlighting the rapid growth in Bilateral Trade in recent years to over US$13 Billion last year, they set a tone for the summit by identifying avenues for further growth and a need for closer people to people contact between the two countries to benefit from similarity in the cultural makeup of Chinese and Indian people.

Dr. Hoda, in his Key Note Address, analytically covered the long history of the bilateral relationship and how the two countries are working together to strengthen the regional position in the global economic communities in WTO and other international fora. His address was followed by profound remarks by Mr. Wang Jianzhen, Asst. Chairman of China Council for the Promotion of International Trade, CCPIT. Mr. Pradip Rawal in his comments promised full cooperation from the Embassy to the Chinese Industry to help us achieve even larger growth in the area of infrastructure. |

| Working Sessions : |
Day One : The two working sessions on the 9th December were:
1. Understanding Macro-economic Growth of India and China
2. Understanding Key Economic Policies of India and China |
The first session was chaired by Mr. P.S.Deodhar and he presented his paper on India China Strategic Alliance and need for a closer co-operation. Dr. Zheng Ruixiang, Research Fellow, CRIIA, spoke on Assessing Modes and Prospects of Economic ties between India and China. Mr. Lv Kejian, General Director of Asian Affairs Dept of Ministry of Commerce of the Government of China gave insightful address with his paper, Demystifying Trade Policy Framework of China. |
The four hour afternoon session had six papers. Mr. Sun Shihai, President of China South Asia Research Society spoke on Developments of Economic and Political Scenes in India and China. Dr. Jayashri Sengupta followed him by explaining India’s National Programme for economic Development. Mr. XuLin covered identical topic about China’s position. Mr. Jagat Shah, in his paper, presented a practical approach by speaking on the Art and Science of doing business with India. After a short tea-break Mr. S.S. Sandhu, Jt. DGFT, Ministry of Commerce, Government of India spoke on current Indian Trade Policies and finally Mr. Suhail Nathani explained the issues relating to Trade Policy and Anti- dumping in India. |
Day Two : The third and the forth session of the Summit on the next day (10th December) were:

4. Exploring Sectoral Co-operation Opportunities |
The third session was chaired by Dr. Y. K. Alagh, who was also India’s Minister for Science and Technology, Government of India. In his address Dr Alagh recounted his interactions with China with a special reference to a long diplomatic interaction between the countries leading to a better understanding that has shown an astonishing growth in bilateral trade. He was followed by Mr. Tarun Gulati who spoke at great length about Taxation Framework in India and its rationale. After a tea break it was a turn of Mr. Li Jianxin, President of Heboi Jianxin Architectural Group Co, Ltd who spoke on potential for Industry co-operation between Indian and Chinese companies in Real Estate and Construction opportunities. Mr. Amit Sarin, also a leading builder from Delhi, very effectively identified opportunities in India for building construction in India and presented a paper entitled ‘Construction and Investment Opportunities. |
The forth and final business session was started with a presentation by Mr. J.N.Singh, Textile Commissioner, Ministry of Textiles, Government of India. He highlighted the opportunities with his address on ‘Synergy between Indian and Chinese Textile Industries’. Mr. Fanqing Feng from REP&T spoke on ‘Tips on Investment in India’. In the post lunch session, Mr. Vinod agarwal, CEO of Asiatic Dyestuff Limited spoke on ‘A Peep into Indian Chemical Industry’. His presentation was followed by one by Mr. Mukesh Bhandari on ‘Revolution in Metal Melting’ and his experiences in operating in China. ‘Banking Success in India’ was the topic of speech of Mr. A.K.Gupta, Country Manager of Canara Bank in China. After a short tea break, Mr. Narayan of Dr. Reddy’s Lab from India spoke on ‘Blossoming of Health Services in India’. This session was Chaired and very convincingly concluded by Mr. Mohammed Saqib of ICTC who recounted the ‘Trade experiences between India and China’. |
Day three : On the last day, it was one to one interaction between the various panellists and the delegates from China who wanted to get specific information to get started in India. The session was very effectively set in motion by Mr. Jagat Shah by talking about ‘Vital Issues learnt with respect to doing business with India’. |

| Reconstitution of India China Trade Centre : |
Mr. P.S.Deodhar, President of ICTC, announced of a constitutional change in ICTC to ensure its comprehensive approach and the range of activities is reflected in its name. He announced that a new public trust has been created to overview its operation and its name is changed to India China Economic and Cultural Council or ICEC Council for short. |
